In South Korea this week, the former U.S. president once again mixed policy with performance — announcing that a long-stalled trade deal with India is “almost ready,” sprinkling in praise for Prime Minister Narendra Modi, and retelling his problematic claim of having “stopped a war” between India and Pakistan using tariff threats.
